Alice Bailey, in her book "Telepathy" written in the 1920s describes a "telepath hierarchy." The top twelve telepaths, in this hierarchy, are considered the true presidents and shamans of the world, according to the NWO, which is the group she started along with Freemasons / CW Leadbeater, and other psychics, that was good at first. They wanted to unite nations, and make the world a better, and more spiritual place -- not the opposite.
